This was the second edition of the Asian Cup. There were a total of 20 teams who took part in the competition; all eighteen teams who participated in Asian Cup I qualifying plus Indonesia, who were making their WEFA debut, and Georgia who moved from UEFA to AFC to level out membership at a nice even 20.

Of all the second editions of continental tournaments, Asian Cup II was the only tournament to decrease the amount of teams in the final group stage, dropping from ten to eight. Qualifying finally leveled out too, with a symmetrical format consisting of four groups of five teams.

The twenty teams were broken up into four groups of five. Qualification was straight forward, the top 2 teams in each groups would qualify.

The draw for the groups was seeded. Seeding was based on each nation's performance in the previous World Cups and Asian Cup.
