- Round 1: 4 groups of 4 - top 2 advance to Round 2 (8), 4th place to Relegation playoffs (4)
- Round 2: 2 groups of 4 - top 2 advance to Round 3 (4)
- Round 3: 4-team playoff for Championship
- Relegation: 4th place teams from Round 1 playoff, 3 relegated (3)
Division 2: 20 teams
- Round 1: 5 groups of 4 - winners advance to Round 3 (5), runners up advance to Round 2 (5), 4th place in each group Relegated (5)
- Round 2: Best runner up auto advances to Round 3 (1), other runners up playoff for last two spots in Round 3 (2)
