Introduction

This was the second African Cup to be contested and it was played shortly after Confederations Cup I. There were a total of 22 teams who took part in the competition, as all twenty teams returned from the first African Cup while Equatorial Guinea and Zambia each made their debut. The tournament format changed to a standard sixteen team group stage, as opposed to the ten team group stage that had been used previously.

This was the first WEFA tournament where teams who had not won the previous championship automatically qualified, as the top six teams from the previous tournament all got to skip qualification. Three of those teams wound up playing in the semifinals, though none won the tournament.

Qualification

The six teams who had reached the knockout round of the previous African Cup qualified directly to the group stage. The sixteen remaining teams were broken up into four groups of four. This round was to be played in a double round robin (home and away) format. The top 2 teams in each group would qualify to the finals, the third place teams would then be randomly drawn to play each other for the final two spots in the 16-team tournament.

The top six teams to qualify directly were Morocco, Mozambique, Mali, Cape Verde Islands, Angola, and Cote d'Ivoire. The remaining teams were drawn into qualifying groups.

Seeding

The draw for the groups was seeded.

Seeding was based on each nation's performance in the previous World Cups and African Cups. All four teams who qualified to the last African Cup were seeded in Pot A, teams who have qualified to the most World Cups were seeded into Pot B, teams who have qualified to less World Cups were seeded into Pot C, and teams who have never qualified to any tournament were seeded into Pot D.
