Introduction
This was the second
Copa America to be contested and it was played after
Confederations Cup I. There were a total of 12 teams who took part in the competition; all of the
CONMEBOL sides who had participated in
Copa America I along with
Rio de Janeiro and
Sao Paulo, who made their debuts in this competition.
Due to the additional teams participating,
CONMEBOL changed the tournament format from the original competition. The tournament utilized
groups of 3, which is generally frowned upon, but was accepted as a way to allow for a full 8-team quarterfinal round by having the top 2 teams advance from each group. Groups of 3 were preferable to using "best third place teams" or a 6-team knockout round like the
first edition used.

Seeding
Seeding was heavily based on each team's performance in the
first Copa America, with the four semifinalists being seeded highest and then the two quarterfinalists were seeded in the second pot with the two teams who have qualified to the most
World Cups. Pot C contained the remaining teams, including the two new squads.
Pot A: Brazil, Argentina, Paraguay, Colombia
Pot B: Ecuador, Bolivia, Uruguay, Chile
Pot C: Peru, Venezuela, Rio de Janeiro, Sao Paulo
While completely random, the draw actually avoided most rematches from the previous
Copa America I group stage. The only two matchups that will happen in the group stage for the second time in a row are Brazil vs Venezuela and Bolivia vs Peru.
