This was the first Development Cup to be contested and it was played after Confederations Cup II. There were a total of 32 teams who took part in the competition and the criteria to participate was that a) a team had never qualified to the World Cup and b) a team had never won a medal from their continental tournament. The second criteria eliminated Bahrain, Israel and Lithuania from contention even though none had qualified to any of the first ten World Cups. Albania, El Salvador, Guatemala, and Sao Paulo were all in contention until they each managed to qualify for World Cup X. This caused the "rule b" to be changed from "reach the semifinals" to "won a medal" to allow Cape Verde Islands and Guadeloupe to compete (both had finished 4th in one of their continental tournaments). Northern Ireland was the only team to compete who has participated in every single tournament since the beginning.

In total there were 10 teams from Asia, 9 from Africa, 6 from Europe, 4 from North America, and 3 from South America.

Seeding

Seeding was solely based on geography, for the same reason as the World Cup. Asia and Africa each had more teams than the number of groups, so there were 2 groups that had multiple Asian teams and 1 group that had multiple African teams.
