Euro Cup II

Introduction

This was the second Euro Cup to be contested and it was played after Confederations Cup I. There were a total of 40 teams who took part in the competition; all of the UEFA sides who had participated in Euro Cup I returned except for Georgia, who became the second nation to move from UEFA to AFC. As a result of this, Macedonia took part in their first ever competition to maintain a 40-team tournament.

Qualification

Procedure

8 groups of 5 - top 2 per group qualify to the main tournament. Seeding was based on each nation's performance in the previous World Cups and Euro Cup. All four teams who reached the semifinals of the previous tournament were given a top seed, teams who reached the quarterfinals were guaranteed at least Pot B, and teams who qualified were guaranteed at least Pot C. This ended up elevating five teams into higher positions than they would have been otherwise: Spain, Lithuania, and Ireland (Pot A), Wales (Pot B), and Bulgaria (Pot C).

Most groups wound up with two teams who had played in the first Euro Cup and three teams who did not. Group E and Group G ended up only having one team that had qualified, with Spain and Lithuania respectively. Meanwhile, Group H was the only group to feature three teams that had previously qualified, with France, Wales, and Bulgaria. This meant at least one of those teams would not be able to qualify again for a second time.
