Introduction
This was the third
Copa America to be contested and it was played after
Confederations Cup II. There were a total of 12 teams who took part in the competition; all of the
CONMEBOL sides who had participated in
Copa America II returned.

Seeding
Seeding was based on each team's performance in all previous competitions. Results were averaged to account for the newer teams, like Sao Paulo who had qualified to the last
World Cup and had reached the quarterfinals of the previous Copa America. They earned a top seed under this new method, whereas they would have been a bottom seed if the tournament had only looked at overall history. The new method took into account how well teams had done compared to how many tournaments they had participated in. Therefore, a team like Sao Paulo who qualified to the only World Cup that they competed in were given a much higher score than a team like Peru who has only qualified to 2 World Cups in 10 attempts.
