Qualification

Since Norway had qualified to the last Confederations Cup as European Champions, their second World Cup championship bid was deferred to this tournament. To avoid having a 10-team field like the last tournament, bids were also extended to former Confederations Cup champions Spain and England. However, these teams may end up qualifying from Challenge League Season 2, so further adjustments may need to be made. Champions of other tournaments like World Series and Development Cup maybe should be invited to fill the field?
